Relay Problem

I've got a '93 Boneville that makes an aweful 'sparking' noise when I open it up. I tracked the noise down to the fuse box on the passenger side of the car and it was one of the relays (the courtesy lights relay to be exact) that was making the noise. The second I pull it out the noise stops. So I went and bought a replacement and threw it in and the second it's in the noise starts again like electricity is jumping or something like that. The key's don't even have to be in the ignition it just starts going crazy.

Any help would be greatly appreciated.

Maybe you can inspect the underside of that fuse/relay center, looking specifically in the area under that relay socket. I imagine you'll have to unmount the fuse center, I don't know how difficult that is. Just a suggestion, hope you find the problem.
