so lost 350 or 383?? seached..but now lost

please help me find my way....
I have a 92 caprice wagon 4500#'s with 305 tbi engine...
I can get an lt1 with iron heads from a bud for $ 500 without ecm/ harness.

Car will be street use (weekends NOT a daily driver) it may see 100+ miles a month plus a possible 1500 mile vacation 1x a yr

My goals and budgets
Goal
street drivable (but not daily)
LOW 15's to start would luv to hit 13's someday
maintain somewhat low sound for driving (electric exauhst cut out for race- sleeper is the ideal)
may add the bottle later to trim alil time.

Budget
this is the hard one family of 5
initially 1 g to rebuild 350 block then bolt on another 1-2 g in next yr?

I thought i wanted a lt1 but think this may be more than i wanna do.
I can get a donor engine lt1 but not the whole car.

so for the 1g should I get 350 and start towards 383 get block done stock heads, exauhst, ignition, tbi and upgrade later?

or build 350 and bolt on later?

save the grand and wait til i have 2g?

How about crate engine? alil worried about not seeing it go together what if the tech was in a hurry to get ut on friday when it was my crates turn?
So my debate....
do i start anything b4 i know how i wanna get there? lowering, exauhst, rear end do engine 1st then other things? .

please help me find my way
there are toooo many web pages to read got any links to help me find my way?

I have a good mechanic bud thats all about lt1 twin turbo but i know i cant afford that. I have rebuilt a few on my own but nothing serious. all stock type builds 15+ yrs ago

THANKS
