Warm-up problems 1998 Malibu

My '98 Malibu has problems warming up when first started. After started it runs fine until it stops. Then it has to be redlined to get it to go anywhere until the engine warms and then runs fine with maybe just a little loss of power. Spark plugs have been changed but made no difference. Any suggestions?

well what engine do you have

The engine is a 3100 SFI V6, do you need any other information?
