My Dodge Neon won't start

My 97 Dodge Neon won't start. It was running fine, and then I started it to move it out of the way of my mothers car. The next time I tried to start it. My dad has drained the fuel tank, and added fresh high-octane fuel, checked the fuel pressure, changed the timing belt, and made sure it was in time, changed the coil-pack, and changed the cam-shaft position sensor. The car has 50 lbs. of fuel pressure, 90 lbs. compression, and good spark, but will not fire. HELP! We can't think of anything else that it could be. If anyone has an idea throw it my way! Thanks
