97 Voyager headlamp and parking lamps stay on even when disconnect from switch

I recently got into a wreck and my vehicle became completely submerge under water. I have dried it out and everything works including the radio. My trouble is that the headlights and the parking lights want to stay on. I have removed the headlight and parking relay (and replaced them) and they stop working and when I put it back they turn back on. I then removed the dash panel and disconnected it from the headlight switch and it still stayed on. This is all with the key off. My brights only come on when I flip them on with the bright light switch, but they do not work unless I flip the bright light switch. I have tried cleaning the connections in the power distribution box and at the switch. What are some reasons this could still be causing this to happen.

You need to be more specific on the following:

1. You say: "I have removed the relay......" .... Parking light relay.....what?
2. You say: "I then removed the dash panel and disconnected it from the switch" ....What did you disconnect, and from what switch? Ignition, Light switch?
3. You say: "My brights only come on when I flip them on,"....Are you talking about the headlight flasher on the stalk?
4. You say: "but they do not work unless I make them work."... Again, are you talking about the headlight flasher on the stalk? How do you make them work?
