Brief Explanation Of 91 4WD Function

I am troubleshooting a 4WD system on a '91 B2600i. I don't have an owners manual for a detailed explanation of the system's function. The front axleshaft seems to be "locked in" all the time. In other words, the vacuum modulator has the fork held in the position of locking the shaft with the output of the transaxle. Pressing the Main RFW switch does nothing to change the position of the vacuum modulator. The switch feels like a "momentary" switch. It does not "click" into position as a normal switch would. The Lock Indicator Lamp inside the switch is always illuminated, indicated that the shaft is locked in. I'm wondering if the RFW Main Switch is bad, or if someone pulled the wiring connectors (Gray and Yellow) for the Lock Solenoid and Free Solenoid, mixed 'em up and put each back on the wrong solenoid. Applying a vacuum to the modulator with a hand vacuum pump indicated that the assembly will move with a vacuum applied, so nothing is binding or mechanically broken.
If anyone can explain this system to me, or make a copy of the pages from the owners manual that cover the 4WD operation, i would really appreciate it. Or, if you could lead me to someone selling the owners manual, that could be a help too. In advance, thanks.
