Problem with multi switch?

I have a 97 Taurus with a windshield wiper problem. My delay doesn't work and when my wipers are on I have one speed only. I was wondering if the delay/speed unit is located in the multiswitch (in the steering column)? Also, can you take the multi switch off without worries of deploying the airbags?

Airbag will not deploy. Search the Taurus forum for Multifunction Switch. You will find several articles. A fairly simple task.
