Slow start

I have a 1999 Grand 6 cyl that is slow to start. I put a fuel pressure gage on it and I am losing pressure after cutting off the engine. I had a Seville that was doing the same thing and I replace the fuel pressure reg and fixed the problem. I was told by one parts guy that the fuel pressure reg and filter come as an assembly. Another told me that I have to replace the fuel pump to replace the regulator. Can anyone give me the real story on replacing the fuel regulator on a Grand?
Thanks in advance on any help.
