flareside cargo hooks

Does anyone have any ideas or suggestions for installing some hooks for tie-down straps? I have a fold-a-cover and the rails cover the stake points on the bed. There are bolts on the inside that appear to be nothing but show. I use to have a soft toneau and the clamps were attached by the bolts.

I have looked through some of the trailer hook hardware but havent found anything that I thought would be very unintrusive. I would also prefer to not have to put any extra holes in the bed.
