"98 camry wont turn over. Starter? altenator?

My 98 camry went dead while i was driving it, all lights and electrical still work, but car wont turn over? Suggestions. thanks

What do you mean specifically by "turn over"? Not enough information to give you a good opinion.

turn headlights on then try cranking engine over, check to see if headlights dim,and you hear clicking niose from starter,if they dim,check oil level,if empty engine may be locked up! also check and see if you can turn engine by hand,if you can try hitting starter with hammer while someone cranks car over,if starter turns a little bit replace starter
