Early explorers suffered from from two problems that led to cold-running engines and/or cold reading temp gauges. The thermostats can open too much and never allow the coolant to get hot, or the temp gauge sender can fail and it will show up as a cold engine on your temp gauge even though the actual coolant temp is hot. Do the thermostat first, that usually gets the temp gauge needle closer to the middle of the gauge, if it doesn't then replace the sender( it's a single wire brass thingy that's at the front end of the intake manifold). The thermostat is also located on the front of the intake manifold.

Do you have a picture of the temp gauge sender?

You said it's not reading hot. But is the engine actually getting hot? Do you have good heat?
