Unhappy 93 Mercury Tracer Auto Trans. problems

I have had the Auto. Transmission serviced in hope that this would solve the problem. It will not start off in low and will not shift into over drive. There is no slipping in the transmission. Pleas HELP>>>

Will it shift into low if you put it there manually?

There are problems with that transmission; my brother and I test drove one and the transmission seemed to be in 1st and 2nd gears at the same time; once we got to 15-20mph it lurched and began to accelerate, like 1st had been shifted out of. It was normal after that.
