I have a 98 Montana and I was having a problem with the blower motor quitting or blowing at a lower speed no matter what the fan speed was set at. After checking the fuse and the fan speed switch, I finally traced it to the blower motor itself. The wire plug had worked loose. I pushed it back in and all is working fine.
the blower moter on my 98 in located at the passanger side kick panel. I pulled the trim peice down and located the wires to the motor and pushed it back in. I hope this helps.
