1994 Taurus cooling Fan - always on

My uncle has a 1994 Taurus with the 3.0 V6 motor and 76000 miles. The cooling fan (the extra one that kicks in when additional cooling is needed) is always on even when the motor is cold at initial startup. I took the car to a local garage and they replaced the electronic module just under the black plastic shroud in front of the engine (just lift the shroud up and the module is there). This didn't solve the problem so they put the old module back in and said that I would have to go to a Ford garage (expensive) to diagnose the problem. Before I do this are they any other suggestions as to what the probalem may be? Thanks
