Question 96 Sunfire running cold, bad fuel economy, Fan always on

My 96 sunfire has been having problems for about a year now and we can't get it to run properly. It all started with the water pump leaking so my dad replaced that, the long life coolant, the thermostat, the accessory belt, and filters. This was just to get it running in the temperature range again. After that the check engine light went on again and I had it diagnosed (min $50 here in canada) and they said it's the O2 sensor. So my dad changed the front one and is positive there is not rear one on my car, he's looked and looked because thats what the dealer said was wrong. Didn't help much, changed spark plugs, spark plug wires and the thermostat again. Still running very cold, not even in the operating range most of the time, I know the engine heats up at least part way becasue it throws heat inside (somewhat). Went home at Christmas and we changed the coolant temperature sensor thinking that was the problem but that didn't help either. At that point he noticed that the fan is alwasy running which might expain the problem, he checked the fuses and they are fine and was thinking about just disconnecting the fan but since I ski a lot he thought it might overhead going up the mountains. So I guess my question is does anyone know if the fan has its own control module or is it in the main computer? also any ideas what else to try? Thanks!

it sounds like your car is running in open loop mode. is your check engine light on? if so take it to autozone, they will check it for free, or you can "borrow the tool" for 20 bucks and get a refund right away
