Angry Car wont start.. battery issues?

Hello,,

I have got my 1998 neon to sell in the paper. It sits on the street (doesn't get driven much), but I try to drive it around once a week or so. I had my battery replaced 4 months ago. 3 weeks ago I had it replaced again (it wouldn't start). Now, 3 weeks later it won't start again!!!!

I can jump it off.. and it's fine. When I try to crank it otherwise, the normal dashlights come on, but it won't start at all. No noises (except the standard beeps).

I tried cleaning my battery cables (again), but haven't unhooked the battery to investigate further. I'm not the best with cars... but it seems that this may be something more than a battery issue? Any advice?

When I drive, it's fine.. it doesn't lose power (like a bad alternator would cause).. instead it just keeps going.. until i stop the car again. .then it won't start. Thanks in advance!!!!!

It's like what a bad starter does.
