Transmission Problem?

I have a 1996 Accord LX, 4 cyl., automatic, 107000 miles. I recently had the engine light come on and took it into the shop. The car in the morning would not get into gear and the rpms would ramp up. I would release the gas and count to 10 and press the gas. The car would move but the rpms would still ramp up. Once on the road for about 5 minutes, the car would settle in and shift fine. I The The code was 7, and they changed the Throttle Sensor. The car been fine but the light came back up with the same code. One shop says I need a new transmission, but I had no leaks or problems leading up to this sudden problem. I am wondering if it could be linked to an electric problem since the windows move slowly and the clock fades in and out. The battery is new but may be it is a short in a circuit. Any thoughts?
