99 suburban wont start in cold

We have had 3 cold mornings so far this year and the suburban will not start. We have put a new battery in and didnt make a difference. After it warms up outside it will start but not today because it hasnt warmed up at all. This is our first GMC so dont know much about them.
Please help!!
