1986 Accord Carb Issues Please Help someone

Ok so heres the deal. I bought a 86 DX hatchback tonight for $200.00

I had to replace the radiator and therm which was easy. But two main problems. The car idles high and like crap. Plus the choke stays closed all of the time.

Now heres my question.

The Clock/ECU fuse was blown along with the radio fuse due to the wires being cut and left behind. Plus my 2nd butterfly wouldn't open during full throttle. It is past midnight here when I found the blown fuses so I cannot start the car or drive it to see how it runs because of my neihbors for one and no muffler for 2.

does anyone know the true meaning of the clock/ECU fuse ??

Could this cause the entire vacuum system to shut down and give me all my problems ??
