95 Suburban, Gas tank issues

I had a rollpan installed on the back of my 95 suburban 4x4. My cousin installed it and without telling me he cut the frame off so the roll pan would fit.

I went and looked at it yesterday (before he paints the entire vehicle) and the roll pan looks great.... BUT..... the gas tank sits right behind the roll pan and I can see the gas tank sticking out underneath.

For one thing I would be afraid to drive it with the gas tank exposed like that and it may even be illegal. Secondly, I had hoped to install a receiver hitch which hides behind a flip down license plate bracket and with the gas tank there it would be impossible.

I love the look of the roll pan versus the original bumper but I am really in a jam here. I don't want to insult my cousin either. Is there anyway the gas tank could be re-located like they are on the trucks?

There has got to be a way to fix this so I can have my cake and eat it too!! Thanks!
