93' EURO Secondary Cooling fan and mysterious leak in passenger floorboard

Hi guys the inital problem I am having is the secondary cooling fan will not turn on. I know this fan is supposed to come on when AC is switched on, but it is not. I have checked all fuses and relays, (even switched the primary and secondary relays) and nothing has been found bad. I have no power coming to the fan during anytime, when primary is on or when AC is switched on. Seconda problem is I have a weird leak somewhere inside the car that is causing the passenger side floorboard to become soaked. We have replaced the heater core last year because the original one sprung a major leak. I have removed the covers for the condensate panels and resealed them before using RTV, so I am not sure where the fluid is coming from. The fluid that is in the floor sure does not smell nor look like antifreeze, but with my luck how knows

Well, wet passenger floor usually boils down to three possibilities. Leaking heater core, clogged evap core drain, or leaking windshield.

Out of curiousity, did you check the fuse for that fan circuit? If everything is good, try checking for power at the fan pigtail with the air on, and see if a test light lights at the positive side, if so, then check for continuity to ground in the other wire. If both check good, the fan is defective.

Also, did you put your finger on the relay while someone turns the A/C on, and verify that the relay actually closes and energizes? If not, there may be a problem in the ECM or its' wiring to the relay.
