Is '81 Diesel Rabbit a good deal?

The owner of the '81 diesel rabbit I'm going to look at is asking for $600. The car has 81,000 miles on it. The headliner is ripped out, but otherwise, the upholstery and finish are in decent condition. Not much rust at all and (he says) the glow plugs are good and the car starts up easily and quickly and runs well. Good tires and battery.

The car needs a new timing belt but otherwise (he says) it is mechanically sound. Assuming the car is everything he says, does it sound like a good deal?

Thanks,
