I dont know, must be a bad translation or something, that fuse does not controle the ecu.

I think it has to do with air/fuel mix. I'm pretty sure 91civicDXdude can explain it. I was skeptical myself but why would the fuse for just the hazard lights be in the under-hood fuse box?

the fuse for the taillights and brake lights are under the hood also. Maby I'm wrong, but I'm 100% possative that on my 88 dx hatch that it has absolutly nothing to do with the ecu. Maby its been rewired or something, but I know that mine has nothing to do with it.

It's probably just an mpfi 90-91 thing. There are so many differences between 88-89 and 90-91 and civic hatches and the crx. For example, the timing jumper is located in different spots.
