Whats all this whining noise??

Ok it started this morning and its very annoying I start the car and there you have it whine city. Sounds almost like a power steering pump would on low fluid levels while your turning.
Only thing is I am just sitting there..if I rev her up a little the whining noise gets faster. It never seems to go away until I at 20 plus mph...but I dont think its gone I just cant hear it over road engine noise.

Any ideas??
Will a water pump on the go whine like this??

Man I wish I could tell you ... I have the same problem. I even had 2 alternators put in because the mechanic said it was the alternator. It quitened it for about a day but now its back and seems to get worse... cant even trust mechanics anymore LOL
