I'm not exactly sure how it works but it's an adapter of sorts you put on after your filter , ( In between the filter and pipe ) apparently by some sort of vacuum effect ? It pulls ater that makes it into your filter , out of some sort of valve. I dunno the technicals of it , It's more a ricey thing than a muscle thing but they are very common amongst the Cold air intakers.
