You can turbo an RS. There are turbo kits for Non-Turbo Eclipses.
As far as what you can do with your car... You can do as much as you want to. It all depends on how much you are willing to spend.

no offense the sticky is pretty damn vague and it sounds more like a 1g NT to Turbo swap.

Yes you can, my
 is that it will cost you probably more to turbo your RS than it would be to own a GST/X . Unless you are going for induviduality i wouldn't do it. I know that eclipserst has done it, and a couple of other guys, but do a search before you ask!
