1990 CHRY NEW YORKER- Rack and Pinion/ Power Steering Pump question!!!

Whats good everyone I have a problem with a 1990 New Yorker related to the power steering.

2 or 3 Months ago I was driving it on the freeway and the power steering pump just went completely out. It was still possible to turn the car but there was no steering assisting so it was hard as hell. After that I stopped driving it and took the power steering pump out.

I took it in to Advanced Auto Parts, and the idiot there took the pump and spun the wheel on it around and put his ear next to it saying "theres nothin wrong with this pump". After he said that I didn't replace the pump, I left. I came home and bled the rack (rack and pinion), and made sure there was no leaking in the tubes that connect the rock and pinion to the power steering pump. Then I put the old power steering pump back on.

Least to say, the problem was not fixed.

I paid a gas station by my house $20 to check it out. They gave me a $800 estimate saying the rack and pinion was shit, and the pump was "about to go". I told them $800 was way too much.

I drove the car out on the road for a while after the steering went out, hoping it would kick back in. Shortly after driving it the power steering fluid started to decrease quite a bit. I filled it up with power steering fluid and checked for leaks. No leaks. One day the power sterring pump kicked back in. Now there is power steering on the car. It occasionly goes out for 20 seconds but comes back in. However, the pump does make a bad sound like the bearings are squeaking. That is what I believe the sound is.

getting to MY QUESTION

If the rack and pinion was bad, would my power steering had suddenly came back on? Its obvious the pump needs replaced. However, if the rack really is bad, its going to fuck up a new pump shortly after its in wouldn't it? So MY QUESTION

Would it be a safe bet that the rack and pinion is OK and a new power steering pump would fix the steering problem?

the rack is most likely ok if it is not leaking
