hrmm...

unlawful: well, under whose laws? the country invading? or the country being invaded? thats a whole lot of arguing in circles. the only way around that is to have each countries government subject to a more powerful form of government that has international laws. like the UN (regardless of whether or not the whole idea should be torched) and well, any preemptive attack is unlawful under the UN charter. so war is unlawful. all in all a pretty weak part of the definition.

as a politically motivated means of attack or coercion: umm. all wars are inherently political, so yeah.
