96 accord dash vents not opening

Most of the time, when turning on A/C, the fan blows, and the compressor comes on, but no air from vents, either floor, dash nor windshield. After some time, the A/C will even start to create frost on top of the dashboard from the cold air inside the ducting, but the vents will not open.
Is this some sort of relay, or vacuum doohickey not working properly to control the vent system?

look up under the drivers side dash near the center to see if the electronic control do-hicky is still connected.. i had a 97 that had come disconnected.
