98 civic lx engine???

hey my cousin has a 1998 civic lx. we were going to do an engine swap, and we were wondering if its is possible to drop a b18c1 and turbo charge it and still be able to keep the a/c? im not an honda person, but i wouldn't mind driving one. or do you guys have any suggestions on how to get the most power, keeping in mind of being cost efficient, and be able to keep the a/c because it is florida down here. you can't live with out a/c.

or even a b20 block with a b16 head, naturally aspriated would be fine. but i have no idea what gets the most power, because right now he's in a stock d16 series.
