You really need to build up your bottom especially! Building up the head is NOT GONNA help you rev higher. Its only gonna handle the revving! You need to build the bottom end and balance and blue print to where they can make it handle 10k. You can make power over 9k rpm with FAT CAMS. Just remember your motor wont last too long with that kind of revving. Tuning is very important of course!
