323 gtx radiator (blowout plug)

I have a threaded hole in the top of my radiator, to the left of the temperature sensor (from the engine looking out). Is this a blowout plug? If so, where can I get a replacement?

there should be a plastic hex-head bolt in that hole. couldn't tell you what it is for.
