HELP! Whinning coming from below!!!

I have a 95' Grand Cherokee Silver Limited, 5.2 V8
I noticed this whining coming out from underneath when the speed drops to about 45 with no gas given. This will promptly stop when I give it a little gas. It appears to me to be some sort of a possible bearing issue. This was really bad last November when I took it into a mechanic and they looked at the TC and the Tranny.
The first diagnosis was the TC so I spent the $1600 to replace it. The next day the Tranny went out and it was another $1300. The whinning persisted and I was told that they did all they could.

I know I was ripped off but, nobody seems to know what this sound is. It is a whine but also souds like a whirr. As I let off the gas to go onto an offramp it starts at about 45mph like I said. All I have to do to make it stop is to add a little gas and it appears to balance everything out. Now, does the fact I have a broken motor mount come into play??
