99 grand caravan shimmy

steering wheel shimmy at about thirty to forty five mph. Smooths out after that. Balanced front tires & rotated, no help. Checked brakes and rotors also checked out front end for loose steering or c/v joint everything seems fine. Any ideas?

I rotated tires from front to back and had balanced. Maybe you could callit a low speed shake. Could it be the rack?
