A/C Compressor problem w/ 94 Skylark

As the title reads, I have a problem with the compressor. When you listen to the engine from the outside of the car, you can hear it keep actuating...its kind of a clicking noise. This occurs even when the AC or the defroster are not on. Does this need to be fixed? Is it a huge deal?

Also, the driver side window only goes up or down a little at a time. For instance, if you hold down the button, the window will go down a couple of inches. Then, in order for it to go any further, you have to wait about 20 seconds, and you get the same result. Is this a motor problem or just an electrical problem? Thanks in advance. -Jim
