as long as you have a sticker or papers showing it is carb exempt, it is legal to have installed. Like I have an injen intake which is legal to have and will not cause me to fail visual cause of the sticker. The exhaust is not part of the emissions cause it is behind the cat, but it will get you a ticket for being too loud. The header is part of the emission and if it is carb exempt then you would be fine. I never heard of the 2500 miles thing. I just know that any car before a like 1972 doesn't have to smog their cars.
