97 T&C Strut "Creeking" noise

I have a 1997 T&C Van that has developed a creeking noise in the left strut. The noise only happens when you turn the steering wheel (left or right). The noise is comming from the area where the strut bearing is located. I can make the noise by jacking the van, reaching up and slightly turn the top spring retaining plate by hand.

I have installed a new strut, strut mount, and strut bearing. Still have the creeking noise. The only items left to change is the spring and top spring retaining plate. Any ideas?

Try changing the Front-end Link if it has one. My 2001 TC Limited had the same problem.
