91 Lesabre Parking Brake woes

It seems my parking brake cable stays fully engaged regaurdless of the pedal position. I climbed under and looked, and when I pull the lever and release the parking brake, the pedal doesn't spring up, nor does the cable retract.

Any idea how I might go about fixing this? I've tried pulling on the cable under the car, but it won't budge.

Rust Rust Rust.
Short of replacing the wheel cables (which always seem to rust up), you must get penetrating oil into both ends of the cable housing and work it in good. This may involve twisting the housing where possible to crack rust. It's slow going and a real pain crawling under the car and pulling wheel drums off just to work in the oil. If you are successfull, and have grease handy, try to force it into the ends of the housing/cable as a barrier to water.
