Paint it whatever color you want! A piece of unpainted sandpaper will look like sandpaper. Whatever you use to simulate tarmac, paint it! The weather it. A large grit sandpaper like 120 or 200, might look decent as tarmac. Anything much finer, the grit won't show, and you may as well use cardboard (excellent for simulating concrete). I personally loke fine model railroad balast, glued to a flat board, and painted/weathered.

HI HKS_booster, I found the Asphalt Paving 4 oz.by Woodland Scenics in hobbylinc.com. I still have tried it. Since it only costs about $4, why not give it a try.

I don't remember the brand i used but i believe it was krylon. They make a texture spray paint called "Stone" that comes in 3 colors. If you stir the paint a lot the texture goes down, so what i did was I stirred it about 2 mins and sprayed that on thick cardboard. The texture came out great.
You can try the sand paper method first though; its cheaper.
