Exclamation My CRX is dying / Lots of questions

My 89 CRX Si is dying

On the brighter side, now I have an excuse to swap in an early teg b18a I know that the 90-91 Integras were obd0, so the swap is reasonable and will pass smog in CA. I've found someone with a b18a longblock that he assures me is from a 90 or 91 teg. Its missing the fuel rail, exhaust manifold, and injectors but has everything else. I've talked him down to $360 for it.

Is that a good price? What will the missing parts set me back?

I'm also trying to verify its the right kind, but can't get out to see it. There is no VIN, but he gave me what I think is a serial number off the block. The number is 8907070059.

Is there any way from this number to determine what year the block is?

Would any of you 90-91 teg owners kindly post your serial numbers for comparison?

How can I tell if it was stolen? I called the CHP, DMV and ARB, but none of them can help me.

Many thanks,
Paul
