Fleetwood Rear Axle "Thingy"

Looking under an '80s Fleetwood, I noticed a rear axle counterweight (?) held on by a U-bolt on the lefthand axle tube. Is this truly a counterweight, damper, harmonic damper, or ??? Does anyone know what this does?

This is the ride height sensor for the automatic load leveling system (for the air shocks)

That attaches to the right side upper control arm... I thought that might have something to do with it as well. But this seems to be more of a counterweight. Also, looking under more Fleetwoods, it is not under all of them...

Sometimes you do see vibration dampers on rear axles, which are just steel weights mounted in specific locations. My '79 Mustang and my '68 T-Bird had them, but none of my 3 Fleetwoods have them.
