02 awd gas mileage

I have an 02 Limited with AWD that has been getting around 15 mpg for mostly city (stop and go) driving. Is this normal?

I have a fwd with the 3.8 engine and get 16-17 city and 22 highway so what you are getting sounds reasonable. I wish it were more but am still happy with the vehicle.
