Failed 3rd smog test, need some help.

First off, my car is a 95 civic ex sedan, totally stock. I just need some input on what to look for as the problem. First test I replaced the cat, second was O2 sensor, 3rd test pcv valv, spark plugs, air filter and oil.
Ran the car hard for 20 minutes before the test as well.

Here are my results for the last test:

HC (PPM)
15 mph = max 92 meas 141
25 mph = max 57 meas 125

CO (%)
15 mph = max 0.55 meas 1.31
25 mph = max 0.54 meas 1.45

NO (PPM)
15 mph = max 716 meas 1055
25 mph = max 764 meas 639

Wow, those numbers are really off. If you've replaced the cat, o2 sensor, and plugs, there's not much left. But looking at those numbers, the hydrocarbons, or unburnt fuel, might be caused by something wrong in the EGR system (valve or solenoid). If it's not re-burning the gas then that might cause a jump in the numbers.

Ditto here - seems to me like you've covered pretty much all the bases.
CA smog laws are a bitch, aren't they? I lived in Monterey for 2 years but I got off easy because I bought my car there brand new so it was good.
Now I hear a bunch of other states (NY included) are going to the same standards. Inspections in NY are going to be a bitch next year - CA emissions, no more than 10% window tint, and full ECU diagnostics. That's the rumor anyway.
Oh well, sorry to get off-topic. Just wanted to say that I feel your pain and I wish you luck.

Thanks for the input and yeah ca smog regulations are a PITA. I think I'm gonna try to use sea foam and hopefully it cleans out the carbon build up.

Anyways, from what I can see there's no egr valve? If mistaken, I can't find it anywhere lol.

i feel bad for all you guys, ohio has one of the lowest regulations in the country, maybe the lowest. about all you need here is a cat. plus theres lots of dragstrips around here, so if you look like youre headed there, they dont care even if you dont have a cat. no way i could live somewhere that is that uptight about emissions

New York used to be awesome. Now tint is about to be illegal, emissions tests are going to be harder, and they let police from PA and NJ chase you across the state line. What a bunch of bullshit. It's also fucking gay that you can't smoke in bars, but I won't even get started on that one. We're just turning into the east coast version of California.
