98 Park Ave Air Shocks won't go Down

I have a 98 Buick PA and the air shock stay up way to high. The trunk is empty, so there is no load on the rear susp. Often, I let the air out of the shocks and after a few trips in the car they are right back up. The problem is they are jack up 'way' to high. Looks like I'm driving a hot rod. I guess I could put some fat tire & wheels on it and take it cruzzin.. Anyway, does anyone know how I can get it to stay at the proper height?
