Question New and need answers

I just put 3k into my 88 integra and since getting it back I have noticed that it seems to run at a high RPM. About 3500 at 70mph. What is this all about? I'm not sure if this is normal because I purchased the car with a bad fifth gear so 70mph is new. Plus I've noticed that the car lags in first and second until after 2500rpm. Did my mechanic screw the pooch on this one?
