Turn Signal light failure

Can someone tell me why my '97 venture right rear signal light doesn't blink or turn on. I replaced the bulbs and checked the fuses. I measured the signals but it didn't give out 0-5V from one line. I think that it could be a relay but I don't have a electrical schematic for it. Thanks.
