Water in the taillight???

My 95 mazda protege gets water in the left taillight. Anybody have any ideas on why this is happening. It doesn't bother me too much but the inside is always fogged up and sometimes when I open the trunk the water pours out. Oh yeah, btw, I'm talking about the part of the taillight that opens up when the trunk opens up.

is it sealed and screwed in there right. you probley might wanna go with some whole new tails.
