help with car brake problem..plzz

i've got a car problem...my car is making rusty noises from the tire.like its scratching when im driving...i thought it would be my brakes..but the sound only comes when im drving..not when im braking..but im also thinking it might be my brakes.first the sound come from the passenger side tire.then in the back tires...if it is my brakes..can i change them myself?? can i buy the parts i need at auto shops??checkers/auto zone..etc..? and what do i need to buy to change my brakes??what do i ask for?

The brake system is as about as easy as they come.....If you have drums on the rear,,,ask for shoes......if disc on the back ask for pads....
