Running Boards and Rust

Has anyone heard of the paint chipping off near the bottom of the doors and the truck rusting on a Double Cab if running boards are not on the truck? I read a review on another site and a guy said this happened to his truck. I have an 04 Dbl Cab, but I don't have any running boards.
