How do you eliminate dash squeak noise?

My '99 dash board squeaks like crazy on the passenger's side. The noise is coming from the end of the dash where the dash meets the window and passenger side of the car. The sounds is a rubbery squeakish sound, almost like when you rub styrofoam together. I hear the noise when I hit bumps (even tiny ones).

Is that a normal problem? Is there something I can do about it? It almost seems that If I sprayed some sort of lubricant along the seams of the dash/front window that would help. Any advice would be appreciated. Maybe I should just live with it - but it is really annoying .

There is supposed to be small strips of foam rubber around the dash mounting points. If you pull the dash off, you should see them or where they used to be stuck on. The dash just pulls off with no tools. You can put some new strips on using "cap" tape or something similar.
